FRA Compliance Manual

The goal of the Operating Practices Division in FRA’s Office of Safety Assurance and
Compliance is to promote safety in railroad operations by reducing accidents, deaths, and
injuries to persons, occupational illnesses, and property or environmental damage attributed to
noncompliance with Federal railroad safety or hazardous materials regulations, orders, and
statutes pertaining to human factors and railroad operating rules, practices, and procedures.
Our primary methodology is to achieve this goal through a properly conceived, executed, and
balanced safety program, uniformly implemented by informed personnel. Using this
methodology, FRA can reassure the public that the risk of accidents will be progressively
reduced. We believe the guidance in this manual will enable us to achieve our goal in a
